1. The National Water Council is the highest consultative and participatory body on this matter. 2. The following are members of the National Water Council: – The General State Administration. – The Autonomous Communities. – Local Authorities, through the most widely established national association. – River Basin Authorities. – The most representative national professional and economic organizations related to the various uses of water. – The most representative national trade unions and business organizations. – National non-profit entities whose purpose is the defense of environmental interests. 3. The Minister of the Environment will chair the National Water Council. 4. Its composition and organizational structure will be determined by Royal Decree.
