The General Urban Development Plan (PGOU) is a fundamental instrument for the comprehensive planning of the territory. It includes land classification (rural, urban, and non-urban), the general territorial structure, basic zoning, environmental protection measures, and a timeline for development. The PGOU operates at the municipal level, involving municipal authorities, but also supra-municipal institutions such as provincial councils, regional governments, and river basin authorities. This planning instrument is known by various names.
