The group of citizens of a country, aged 16 or over, who meet the requirements to work but are not part of the labor market; that is, they are neither employed nor unemployed. This group includes students, those on early retirement and retirees, homemakers, people with permanent disabilities, those receiving a pension but who are neither retired nor on early retirement, and people who perform unpaid social work or charitable activities. It is primarily a labor market variable defined by elimination, as it comprises neither the employed nor the unemployed population.
