Its objective is to contribute to the development of sustainable agriculture by raising awareness among beneficiaries of the need to comply with these basic standards, and to better meet the expectations of society in general, thanks to greater consistency of this policy with objectives related to the environment, public health, plant health, and animal welfare. To this end, proportionate, effective, and dissuasive penalties are planned for beneficiaries of CAP (Common Agricultural Policy) aid who fail to comply with its standards.

Source: Royal Decree 1049/2022, which establishes the rules for the application of reinforced conditionality and social conditionality that must be met by the beneficiaries of aid within the framework of the Common Agricultural Policy who receive direct payments, certain annual rural development payments and the Programme of Specific Options for Remoteness and Insularity (POSEI).
