Irrigation activities

The first chapter of National Irrigation Plan Regarding its justification. From irrigation policies, through planning and programs, to specific projects in a telescopic approach, the actions required in each irrigation reality are defined, which have allowed both the creation of new ones as well as the so-called modernization of existing ones, according to the knowledge, techniques, resources and needs of each time.

The objective of irrigation modernization is to optimize the use of available water, modernize irrigation systems, strengthen the competitiveness of agricultural production and businesses, as well as the economic, social and environmental sustainability of irrigated areas.

Irrigation improvement actions are considered to be those that affect the irrigated surface sufficiently supplied with water, or very well supplied, on which appropriate actions are considered that involve improvements aimed at saving water or socio-economic improvements of the farms.

Consolidation actions are considered to be those that affect irrigation systems under-supplied with water, either due to a lack of water or excessive losses in the pipelines, and which aim to complete the water needs of existing crops.

Direct investments by the Ministry of Agriculture, Fisheries and Food (MAPA) in irrigation works

a) National Irrigation Plan

1. Irrigation projects carried out between 2000-2024

1.1. MAPA Investment in Transformation Works:

From 2000 to 2024, the MAPA has made a total investment of €646.4 million (excluding VAT) for the transformation of dryland to irrigated land covering an area of 164,633.56 hectares.

These are works carried out directly by the Ministry, charged to its general budgets, and directed by officials from the General Sub-Directorate of Irrigation, Natural Paths and Rural Infrastructure.

1.2. MAPA investment in modernization and consolidation works:

Furthermore, the MAPA has directly executed, using general budgets, actions for the modernization of 172,735 hectares of irrigated land, for a total amount of €453.86 million in the period 2000-2024.

These works took place mostly within the framework of the National Irrigation Plan Horizon 2008 and the Shock Plan.

In some autonomous communities, such as the Canary and Balearic Islands, where SEIASA has not acted to date outside of the PRTR, the Ministry of Agriculture continues to modernize directly under Chapter VI.

Types of performances

The consolidation and improvement of irrigation systems have been adapted to the needs of each area where the works are carried out, taking into account the following aspects:

  • Repair of hydraulic structures.

  • Modification of the transport and distribution system.

  • Change of irrigation application system.

  • Complementary actions.

  • Improvement of the drainage network.

  • Improvement of the road network.

  • Improved water regulation and control capacity.

  • Reorganization of agricultural property.

  • Water consumption control (installation of meters).

  • Improved water management.

  • Addition of additional water.

The classification of the different modernization actions has been carried out according to:


  • Change from gravity irrigation system to localized irrigation.

  • Change of irrigation system from gravity to sprinkler.

  • Changing from irrigation ditches to pipes.

  • Improvement of irrigation ditches.

  • Improvement of irrigation systems.

  • Construction or improvement of irrigation ponds.

  • Improvement in pumping systems.

  • Remote control of irrigation.

  • Improvements to the electrical installations.

  • Irrigation management improvements.

  • Improvements to the network using regenerated water.

  • Improvements to the network with groundwater origin.

  • Implementation of photovoltaic installation.

  • Implementation of wind turbine installation.

  • Digitization.
