Framework and purpose

Royal Decree 854/2022, of October 11, which creates the National Irrigation Board and the Irrigation Sustainability Observatory.

The Ministry of Agriculture, Fisheries and Food, through its General Sub-Directorate of Irrigation, Natural Paths and Rural Infrastructure, will manage the information contained in the platform of OSR.

The Irrigation Sustainability Observatory's main purpose will be to provide information on the evolution of the main indicators related to the economic, social, and environmental sustainability of irrigated agriculture in Spain, in order to contribute to transparency and public confidence in this sector.

Actors

The OSR aims to have all the necessary information from the start. Water user communities, and of the irrigators as a whole, as protagonists of a common space of knowledge, incorporating their presence in this collective construction process.

The governance framework required for the OSR, as institutionalized in the National Irrigation Board, also needs to incorporate the participation of the Autonomous Communities and River Basin Authorities.

Likewise, other administrations, universities, research centers, training and capacity-building centers, environmental and agroecological groups, consumers…

Functions

The Irrigation Sustainability Observatory will have, but is not limited to, the following functionalities:
  1. Publication of data and statistics of interest to the irrigation sector.
  2. Publication of studies or reports on the state of irrigation in all its areas: technical, economic, social and environmental.
  3. Dissemination of R&D&I activities in the field of irrigation.
  4. Compilation of information to create a knowledge framework on the competitiveness and sustainability of irrigation.
  5. Identification and dissemination of best practices in irrigated agriculture carried out in Spain and around the world, in particular those developed by the Spanish Agency for International Development Cooperation (AECID) and Spanish Cooperation.
  6. Identification and dissemination of measures for compliance with the DNSH principle in the execution and operation of irrigation projects.
  7. Publication of objective data on the impact on the territory of the transformation and modernization works of irrigation systems in the economic, social and environmental aspects.
  8. Communication of alternatives, preparation of reports and monitoring in order to improve and modernize irrigation, increase water and energy efficiency, the use of renewable energies, in particular self-consumption of electricity and prioritize investments in sustainable irrigation that use non-conventional waters.
  9. Dissemination of the functions that irrigation performs in food production and in the development of rural areas.
  10. Publication of a periodic public report on irrigated agriculture in Spain, showing the evolution of a series of previously established indicators.
  11. Publication of any other specific reports made at the request of the National Irrigation Board, in its various forms, or provided by it.
