1) PRTR Irrigation Actions

Introduction

Within the framework of the Recovery, Transformation and Resilience Plan adopted by the Council of Ministers on April 27, 2021, and approved by the EU Council on July 13 of the same year, Component 3, “Environmental and Digital Transformation of the Agri-food and Fisheries System,” is included. Within this component, Investment C3.I1, “Plan for Improving Efficiency and Sustainability in Irrigation,” provides for investments in the modernization of sustainable irrigation systems in each of the selected projects, with the aim of promoting water conservation and energy efficiency in Spanish irrigation.

Agreements

In accordance with this measure, on June 25, 2021, an agreement was signed between the Ministry of Agriculture, Fisheries and Food and the State-owned Agricultural Infrastructure Company, SEIASA, regarding the Phase I irrigation modernization works, defining the selected works and the environmental improvements (Annex III of the agreement) included in the actions. On July 21, 2022, an identical agreement was signed between the Ministry of Agriculture, Fisheries and Food and SEIASA for Phase II of the plan, including new works for its execution. And on December 1, 2023, it was signed again for Phase III of the plan.

2) DNSH - Guidelines

DNSH

All measures and actions included must respect the principle of “not causing significant harm to the environment” (Do not significant harm – DNSH principle) and its implementing regulations, Regulation (EU) 2021/41 of the European Parliament and of the Council of 12 February 2021 establishing the Recovery and Resilience Facility and Regulation (EU) 2020/852 on the establishment of a framework to facilitate sustainable investment (Taxonomy Regulation).

Guidelines

To guarantee and facilitate the correct implementation at the project level of this “DNSH principle” and the contribution of environmental improvements to its achievement, the MAPA commissioned the Higher Council for Scientific Research (CSIC) to develop five scientific-technical guidelines for their application in all actions to be carried out whose components include any of the aspects defined by them.

  • Guideline 1: Development of scientific and technical guidelines for the establishment of sensor-based monitoring systems for soil moisture content, by measuring the volumetric content and/or matric potential of water in the soil (sensors and remote control unit).
  • Guideline 2: Development of scientific and technical guidelines for the establishment of collective automatic monitoring systems for the control and monitoring of irrigation water quality (nutrient content, electrical conductivity, and other ions), of particular relevance to non-conventional water resources. This also includes guidelines for the installation of control sections and sensors that monitor the quantity and quality of irrigation return flows to control the pollution of the receiving water bodies in each case.
  • Guidelines 3 and 4: Development of scientific and technical guidelines for the design, management, and maintenance of measures to mitigate harm to wildlife in irrigation ponds and associated infrastructure: measures to prevent entry, measures to facilitate exit, and construction of drinking troughs for wildlife. These guidelines will include related content to be integrated into the training program on good agricultural practices for project beneficiaries.
Development of scientific and technical guidelines for the implementation and maintenance of conservation vegetation structures designed for water retention and regulation, runoff control, nutrient absorption, and protection against soil erosion, and/or other nutrient retention surfaces to reduce diffuse pollution. These measures will also aim to improve the landscape and biodiversity. They will include content related to integration into the training program on good agricultural practices for project beneficiaries.
  • Guideline 5: Development of a dissemination and training program on good agricultural practices aimed at the beneficiary Irrigation Communities: recipients, theoretical and practical content (on the subjects referred to in the previous sections and on soil conservation practices, fertigation, efficiency in the use of water and energy, mitigation and adaptation to climate change), timetable, profile of trainers and estimated budget.
To ensure the correct implementation at the project level of the “DNSH principle” and its implementing regulations, Regulation (EU) 2021/41 of the European Parliament and of the Council of 12 February 2021 establishing the Recovery and Resilience Facility and Regulation (EU) 2020/852 establishing a framework to facilitate sustainable investment (Taxonomy Regulation), and the contribution of environmental improvements to achieving it, Annex III of the MAPA-SEIASA agreements in relation to the irrigation modernization works of the Plan for the improvement of efficiency and sustainability in irrigation, will incorporate specific actions of dissemination and training in good agricultural practices aimed at the members of the water user communities benefiting from each work.
These dissemination and training actions in good agricultural practices must take into account the provisions of the corresponding scientific-technical guideline of the Agency of the Higher Council for Scientific Research (CSIC), prepared at the request of the Ministry of Agriculture, Fisheries and Food for compliance with the DNSH principle within the framework of the Recovery, Transformation and Resilience Plan.
For the proper implementation of this environmental improvement, the training staff must successfully complete the courses of the Training of Trainers Program in Good Agricultural Practices for Irrigated Agriculture, organized by the Ministry of Agriculture, Fisheries and Food (MAPA) within the framework of the PRTR (Regional Irrigation and Water Resources Management Plan), prior to providing training to the irrigation communities participating in each project. This training for the irrigation communities will be carried out before the completion of each project.

3) Training courses for trainers

TRAIN THE TRAINER PROGRAM IN GOOD AGRICULTURAL PRACTICES IN IRRIGATED AGRICULTURE, Blended Learning Modality, within the framework of the Recovery, Transformation and Resilience Plan (PRTR) – C3 I1, C3 I12 Plan for the improvement of efficiency and sustainability in irrigation

1 Introduction and objectives

Measures C3.I1 and C3.I12 of the Spanish PRTR's "Plan for Improving Efficiency and Sustainability in Irrigation" foresee investments in the modernization of sustainable irrigation systems in each of the selected projects, with the aim of promoting water conservation and energy efficiency in Spanish irrigation. This involves the execution of irrigation modernization projects selected and included in the corresponding agreements signed between the Ministry of Agriculture, Fisheries and Food (MAPA) and the State-owned Agricultural Infrastructure Company, SEIASA.

The actions must comply with the principle of "not causing significant harm to the environment" (DNSH principle) and its applicable regulations. To contribute to this principle, the aforementioned agreements include in the projects, among other environmental improvements (Annex III), training in good agricultural practices, which will be provided to the members of the beneficiary irrigation communities.

The objective of the training courses in the Good Agricultural Practices (GAP) program is to train trainers who will then be responsible for providing training in this area to members of the irrigation communities benefiting from the C3.I1 and C3.I12 investment projects of the PRTR (Water Resources Management Plan). The aim is to ensure that the GAP training received by members of the water user communities within the framework of the Plan is consistent and aligned with its established objectives.

The training program for trainers in good agricultural practices has been developed by the State Agency of the Higher Council for Scientific Research, based on a prior management agreement with the MAPA.

The courses, proposed by SEIASA and the SGRCNIR of the DGDRIFA, will be aimed at technical personnel required to provide training in Good Agricultural Practices (GAP). The SGRCNIR may supplement the course capacity with technical personnel from the Ministry of Agriculture, Fisheries and Food (MAPA) and technicians from SEIASA and TRAGSA involved in the execution of the PRTR works.

2 Organizing Institutions

This course is organized by the Directorate General for Rural Development, Innovation and Agri-food Training, through the Sub-Directorate General for Irrigation, Natural Paths and Rural Infrastructure. It is part of the Plan for Improving Efficiency and Sustainability in Irrigation (PRTR).

3 Structure

Semi-presential format with online sessions and three days of field practice.

Duration: (63 teaching hours) in the morning from 9:00 a.m. to 3:00 p.m.

Content:

  • General course: Optimization of irrigation efficiency and its environmental management within the framework of the CBPA
  • Specific courses:
    1. Water sensors in soil.
    2. Water quality control stations for irrigation water from alternative sources, wastewater treatment plants, desalination plants, etc.
    3. Irrigation return control stations with surface drainage.
    4. Irrigation return control stations with subsurface drainage.
    5. Implementation of measures and good practices for the ecological sustainability of irrigated agricultural landscapes.

Internships: Three days of field practice will be conducted. Attendance at these sessions is mandatory for obtaining the course certificate, as is completing the assessment test.

Agronomic qualification and professional experience in the sector within the last two years, either as an employee or self-employed. Experience in training farmers and/or in Good Agricultural Practices (GAP) will be valued.

4) PERTE for digitization of the water cycle

Order TED/918/2023, of July 21, approves the regulatory bases for the granting of aid by competitive competition for the development of digitalization projects of water user communities for irrigation within the framework of the Recovery, Transformation and Resilience Plan (PERTE digitalization of the water cycle).

Its purpose is to subsidize projects that contribute to the development of modernization strategies that allow a transition to a smarter, more precise and sustainable agriculture that optimizes production processes, collaborating in the implementation of what is known as "Agriculture 4.0", so that, in addition, the impacts of agriculture on the water environment and on the hydrological cycle in general are minimized, improving the natural processes associated with the hydrological cycle and the regeneration of soils and water bodies.

The specific objectives that the projects must meet are the following:

  • Improve knowledge of water uses in irrigation and transparency in water management administration.
  • Improve water use in irrigated farms and knowledge of water losses in irrigated farms.
  • Improve the use of fertilizers and pesticides and reduce the impacts of their application on the hydrological cycle and the conservation and improvement of water bodies and soils.
  • Improve energy efficiency in irrigated farms and their overall productivity.

The beneficiary entities are the communities of users of water for irrigation, the communities of users of groundwater, the general communities of users of water for irrigation, the central boards of users of water for irrigation and the associations or federations constituted by the aforementioned beneficiaries.
