Within the framework of the Recovery, Transformation and Resilience Plan adopted by the Council of Ministers on April 27, 2021, and approved by the EU Council on July 13 of the same year, Component 3, “Environmental and Digital Transformation of the Agri-food and Fisheries System,” is included. Within this component, Investment C3.I1, “Plan for Improving Efficiency and Sustainability in Irrigation,” provides for investments in the modernization of sustainable irrigation systems in each of the selected projects, with the aim of promoting water conservation and energy efficiency in Spanish irrigation.
In accordance with this measure, on June 25, 2021, an agreement was signed between the Ministry of Agriculture, Fisheries and Food and the State-owned Agricultural Infrastructure Company, SEIASA, regarding the Phase I irrigation modernization works, defining the selected works and the environmental improvements (Annex III of the agreement) included in the actions. On July 21, 2022, an identical agreement was signed between the Ministry of Agriculture, Fisheries and Food and SEIASA for Phase II of the plan, including new works for its execution. And on December 1, 2023, it was signed again for Phase III of the plan.

All measures and actions included must respect the principle of “not causing significant harm to the environment” (Do not significant harm – DNSH principle) and its implementing regulations, Regulation (EU) 2021/41 of the European Parliament and of the Council of 12 February 2021 establishing the Recovery and Resilience Facility and Regulation (EU) 2020/852 on the establishment of a framework to facilitate sustainable investment (Taxonomy Regulation).
To guarantee and facilitate the correct implementation at the project level of this “DNSH principle” and the contribution of environmental improvements to its achievement, the MAPA commissioned the Higher Council for Scientific Research (CSIC) to develop five scientific-technical guidelines for their application in all actions to be carried out whose components include any of the aspects defined by them.
Measures C3.I1 and C3.I12 of the Spanish PRTR's "Plan for Improving Efficiency and Sustainability in Irrigation" foresee investments in the modernization of sustainable irrigation systems in each of the selected projects, with the aim of promoting water conservation and energy efficiency in Spanish irrigation. This involves the execution of irrigation modernization projects selected and included in the corresponding agreements signed between the Ministry of Agriculture, Fisheries and Food (MAPA) and the State-owned Agricultural Infrastructure Company, SEIASA.
The actions must comply with the principle of "not causing significant harm to the environment" (DNSH principle) and its applicable regulations. To contribute to this principle, the aforementioned agreements include in the projects, among other environmental improvements (Annex III), training in good agricultural practices, which will be provided to the members of the beneficiary irrigation communities.
The objective of the training courses in the Good Agricultural Practices (GAP) program is to train trainers who will then be responsible for providing training in this area to members of the irrigation communities benefiting from the C3.I1 and C3.I12 investment projects of the PRTR (Water Resources Management Plan). The aim is to ensure that the GAP training received by members of the water user communities within the framework of the Plan is consistent and aligned with its established objectives.
The training program for trainers in good agricultural practices has been developed by the State Agency of the Higher Council for Scientific Research, based on a prior management agreement with the MAPA.
The courses, proposed by SEIASA and the SGRCNIR of the DGDRIFA, will be aimed at technical personnel required to provide training in Good Agricultural Practices (GAP). The SGRCNIR may supplement the course capacity with technical personnel from the Ministry of Agriculture, Fisheries and Food (MAPA) and technicians from SEIASA and TRAGSA involved in the execution of the PRTR works.
This course is organized by the Directorate General for Rural Development, Innovation and Agri-food Training, through the Sub-Directorate General for Irrigation, Natural Paths and Rural Infrastructure. It is part of the Plan for Improving Efficiency and Sustainability in Irrigation (PRTR).

Internships: Three days of field practice will be conducted. Attendance at these sessions is mandatory for obtaining the course certificate, as is completing the assessment test.
Faculty from the Spanish National Research Council (CSIC), research centers and universities.
Agronomic qualification and professional experience in the sector within the last two years, either as an employee or self-employed. Experience in training farmers and/or in Good Agricultural Practices (GAP) will be valued.

Order TED/918/2023, of July 21, approves the regulatory bases for the granting of aid by competitive competition for the development of digitalization projects of water user communities for irrigation within the framework of the Recovery, Transformation and Resilience Plan (PERTE digitalization of the water cycle).
Its purpose is to subsidize projects that contribute to the development of modernization strategies that allow a transition to a smarter, more precise and sustainable agriculture that optimizes production processes, collaborating in the implementation of what is known as "Agriculture 4.0", so that, in addition, the impacts of agriculture on the water environment and on the hydrological cycle in general are minimized, improving the natural processes associated with the hydrological cycle and the regeneration of soils and water bodies.
The specific objectives that the projects must meet are the following:
The beneficiary entities are the communities of users of water for irrigation, the communities of users of groundwater, the general communities of users of water for irrigation, the central boards of users of water for irrigation and the associations or federations constituted by the aforementioned beneficiaries.
